Its power comes from intent: someone who reached the cart is far closer to buying than someone who never heard of you. That power is also the trap — retargeting audiences are small and full of people already close to converting, so they always look brilliant in reports. Shifting the whole budget there starves the upper funnel that wins the brand new customers.
